Reston, VA – The National Contract Management Association (NCMA) is excited to welcome its newly appointed and returning Board of Directors for the 2026 program year. These leaders bring a wealth of experience and fresh perspectives that will help drive NCMA’s continued growth and impact. New to the Board are Kameke Mitchell and John Roman, while Megan Dake, CPCM, Shanna Webbers, and Eugene Scott, II, JD, CPCM, Fellow, will continue their service.

Their collective expertise and passion for advancing the profession will be instrumental in guiding our association’s mission and initiatives. I look forward to collaborating with them as we build upon NCMA’s legacy and drive meaningful impact for our members and the broader acquisition communities.”
NCMA also extends its sincere gratitude to outgoing Board members NCMA Past Chair, Denyce Carter, Fellow and Ted Harrison, Major General US Army (retired) for their dedication and leadership, which have played a vital role in shaping the association’s progress. As we honor their contributions, we also look ahead with excitement to the fresh perspectives and expertise our new Board members bring.
Kameke Mitchell, NCMA Fellow and National Committee member for 2024 and 2025, is the Director of the Procurement Strategic Operations Division at NASA. Ms. Mitchell leads procurement functions across the agency and serves as Head of Contracting Activity for key NASA directorates. With over 20 years in federal service, she previously led commercial space procurements at U.S. Space Force and served in key roles at the Department of Defense and U.S. Air Force. A procurement thought leader, she has shaped acquisition policy, taught procurement courses, and contributed to NCMA and other professional organizations.
John Roman, CFCM, CPCM, and currently on the NCMA Board of Advisors is the Vice President of Contracts, Procurement, and Pricing at ECS Federal, LLC, where he oversees leadership of these critical functions. With over 33 years of experience spanning government and commercial contract sectors, he has held senior roles at Huntington Ingalls Industries, The Cadmus Group, SAIC, and LMI. A seasoned industry thought leader, Mr. Roman has presented at NCMA World Congress and Defense Acquisition University and was recognized with the Professional Services Council Leadership Award in 2017. He holds a B.A. in Financial Management from The Catholic University of America.
Megan Dake, CPCM, and Vice President of Corporate Contract and Cost Estimating at Lockheed Martin Corporation has been reappointed to the Board. Ms. Dake leads corporate-wide policies, strategies, training, and procedures for contracting, estimating, and international contracting and development. Her extensive experience includes assessing and managing complex contracts and financial strategies across Lockheed’s business areas.
Also reappointed, Shanna Webbers serves as the Chief Procurement Officer (CPO) at the Federal Deposit Insurance Corporation (FDIC), where she provides executive leadership in procurement programs and acquisition innovation. Previously the IRS CPO and acting Senior Procurement Executive for the Department of the Treasury, she has earned national recognition for driving acquisition transformation. A 2014 graduate of the Senior Executive Service Candidate Development Program, Ms. Webbers holds degrees from East Carolina University, Central Michigan University, and the National Defense University.
Eugene Scott brings over 30 years of experience leading commercial and government organizations in complex contracting and investment decision-making. Mr. Scott has served in acquisition policy and oversight leadership roles, contributed to NCMA’s Governance and Ethics National Committee, and taught contracting courses for NCMA. He is a Fellow of NCMA, a Certified Professional Contracts Manager (CPCM), and a member of the Maryland Bar.

NCMA’s Board of Directors is responsible for setting the association’s strategic direction, ensuring financial stability, and overseeing the development and delivery of member services and educational programs. A key focus area for the Board is the Contract Management Standard® (CMS™)—the ANSI-approved framework encompassing the entire contract management lifecycle, including procurement and purchasing. The newly appointed Board members will officially assume their roles in July 2025 and convene at NCMA's World Congress in Grapevine, Texas to begin shaping the association’s future.
