Amid all the hand-wringing and pain of living through budget cuts, managers often miss a critical detail: Sometimes, good things come from all that pain.
The fact is, budgetary austerity does force managers to look hard at their organizations and how they use their resources. Effectively and efficiently marshaling those resources to meet the mission is, in fact, the mark of good management.
Faced with a 15 percent budget cut, Kimberly Hancher, the Equal Employment Opportunity Commission's chief information officer, took a step she wouldn't have considered without that budgetary pressure. In the midst of a contract option year, she challenged Verizon, the company's BlackBerry service provider, to lower its costs, or risk seeing EEOC take its business elsewhere.
