Contractor Performance Assessment Reporting System (CPARS) are intended to drive informed business decisions and quality products and services.  If the goal is mission success, why do CPARS have the reputation of being late, lacking in transparency, inaccurate, painful…the list goes on? Join this session to explore where the breakdowns occur, but more importantly what we can do to restore the purpose and value of the CPARS evaluation process. This session will feature real examples of CPARS and specific strategies for a successful evaluation, built on collaboration between contract managers and program managers to facilitate meaningful knowledge transfer. 

Many government agencies struggle to submit timely and accurate CPARS evaluations. This session will give participants a realistic perspective, and critical considerations for the challenges government program offices face regarding CPARS performance assessments. Beginning with an explanation of the importance of writing effective CPARS evaluation reports, real-life examples from the instructor, and polling questions, participants will examine numerous concrete examples of the pain points program offices experience in the CPARS evaluation process. We will also explore the CPARS rating chart and review examples of effective and ineffective CPARS assessments. The session will also equip participants with methods and approaches to help program and contracting offices enhance their CPARS assessment processes.

Andrea Wilson, Chief, Project Support Branch, NOAA

  • Andrea D. Wilson is a seasoned acquisition professional with several years of diverse federal acquisition experience, having served as a Contract Specialist, Contracting Officer, and Procurement Specialist. Noted for her expertise in federal acquisition, contract processes, and agile methodologies, she has played an integral role in several major enterprise-wide acquisitions, including establishing multiple Blanket Purchase Agreements (BPAs) and Indefinite Delivery Indefinite Quantity (IDIQs) vehicles. Andrea has helped design and implement a wide variety of contracting solutions and innovative strategies, helping to maximize efficiency and productivity for several government agencies, including the Central Intelligence Agency, Department of Homeland Security, the Centers for Medicare & Medicaid Services, and currently, the National Oceanic and Atmospheric Administration.

    Andrea’s natural leadership abilities have helped her to excel in every position she has held. She has consistently won the respect of both her peers and superiors, racking up numerous accomplishments and creating countless successful programs.
