DCAA Audits: Allegations That Certain Audits at Three Locations Did Not Meet Professional Standards Were Substantiated - 07/23/2008
The Defense Contract Audit Agency (DCAA) under the Department of Defense (DOD) Comptroller plays a critical role in contractor oversight by providing auditing, accounting, and financial advisory services in connection with DOD and other federal agency contracts and subcontracts. GAO investigated hotline complaints it received related to alleged failures to comply with GAGAS on 14 DCAA audits. DCAA did not agree with the “totality” of GAO’s findings, but it did acknowledge shortcomings with some audits and agreed to take corrective action.
Denett: Agencies Can Compete More Contracts - 07/23/2008
The government held competitions for 64 percent of its contracting dollars in fiscal 2007 — a stable percentage of the past three years — but the chief procurement officer said agencies can grow beyond that number.
Navy, SBA Team on Program for Minority-Owned Firms - 07/23/2008
The Navy will limit competition for 22 types of services to more than 240 minority-owned businesses that participate in the Small Business Administration's 8(a) program.
Air Traffic Control: FAA Uses Earned Value Techniques to Help Manage Information Technology Acquisitions, but Needs to Clarify Policy and Strengthen Oversight - 07/21/2008
FAA has established a policy requiring the use of EVM on its major IT acquisition programs, but key components of this policy are not fully consistent with the best practices of leading organizations. GAO recently reported that leading organizations establish EVM policies with seven key components.
