A General Services Administration official said the agency remains fully committed to its governmentwide contracts program, one day after reports it would stop supporting all but a few of the vehicles.


GAO: Tighten Rules On Time-and-Materials Contracts

Government spends more than $10 billion a year on commercial services using contracts known as time-and-materials contracts. But most of that spending circumvents statutory safeguards designed to ensure less-risky contracts are used instead, a new government report finds.

GAO: Minimal Compliance with New Safeguards for Time-and-Materials Contracts for Commercial Services and Safeguards Have Not Been Applied to GSA Schedules Program

From February 2007 to December 2008, agencies reported using commercial item procedures under FAR Part 12 to buy a variety of services through T&M contracts; however, the reliability of the data reported as T&M contracts using FAR Part 12 procedures is questionable.


GAO: Army Corps of Engineers: Recent Changes Have Reduced the Use of Continuing Contracts, but Management Processes Need to Be Improved

The Corps’ quarterly reports to Congress for fiscal years 2007 and 2008 about continuing contracts with the new clause were inaccurate. Without a tracking system supported by sufficient internal controls to ensure accuracy, errors can persist in the information provided to Congress.


GSA Looks To Corral Former Customers

Auditors from the Defense Department and GSA have been examining GSA’s books, and agency officials are confident the outcome will reveal that GSA can toe the regulatory line, said Ed O’Hare, new assistant commissioner for integrated technology services at GSA’s Federal Acquisition Service.
