Cost estimates are used as a primary mechanism to identify, allocate, and mitigate risks between and among contracting parties. Given the importance of cost estimating to contracting parties we have prepared a question and answer approach to address some of the critical cost estimating challenges facing both U.S. government agencies and industry.
