Dan Chenok is Executive Director of the IBM Center for The Business of Government. Mr. Chenok previously led consulting services for Public Sector Technology Strategy, working with IBM government, healthcare, and education clients. In addition, he serves as Chair of the Federal Information Security and Privacy Advisory Board, is a CIO SAGE with the Partnership for Public Service, and generally advises public sector leaders on technology policy. Before joining IBM, Chenok was a Senior Vice President for Civilian Operations with Pragmatics, and prior to that was a Vice President for Business Solutions and Offerings with SRA International. As a career Government executive, Chenok served as the Branch Chief for Information Policy and Technology with the Office of Management and Budget. He led a staff with oversight of federal information and IT policy, including electronic government, computer security, privacy and IT budgeting. Chenok left the government in 2003.
In 2008, Chenok served on President Barack Obama’s transition team as the Government lead for the Technology, Innovation, and Government Reform group, and as a member of the OMB Agency Review Team. Chenok has won numerous honors and awards, including a 2010 Federal 100 winner for his work on the presidential transition.

Mr. Chvotkin is one of the most knowledgeable and respected experts on federal acquisition policy, legislation, and regulation in the nation. At PSC, he is responsible for all of the association’s legislative and regulatory policy activity. Mr. Chvotkin is also a founding member and continuing leader of the federal contracting industry’s Acquisition Reform Working Group, which was established in 1993.
In his early career, Mr. Chvotkin served as professional staff on the Senate Budget Committee and the Senate Governmental Affairs Committee. He later became counsel and staff director to the Senate Small Business Committee, and then counsel to the Senate Armed Services Committee. Prior to joining PSC, he was a vice president of AT&T Government Services where he was responsible for managing key AT&T programs and opportunities; earlier at AT&T, he was the vice president responsible for the government contracts, pricing, compliance, and proposal development organizations. From 1986 to 1995, he was corporate director of government relations and senior counsel at Sundstrand Corporation.
Mr. Chvotkin is a member of the Supreme Court, American and District of Columbia Bar Associations. He is also a member of the National Contract Management Association and serves on its national board of advisors and as a “Fellow” of the organization. Mr. Chvotkin is also a two-time “Fed 100” winner. He has a law degree from The American University’s Washington College of Law, a master’s in public administration and a bachelor’s in political science, also from American University.

Steven M. Maser is Professor of Public Management and Public Policy at Willamette University’s Atkinson Graduate School of Management in Oregon. With his colleague, Fred Thompson, who is professor and Director of the Center for Governance and Public Policy, Maser received a grant from the Naval Postgraduate School Acquisition Research Program to study bid protests and contracting at the Department of Defense. He also chairs the Advisory Board of the Atkinson School’s Institute for Modern Government. In addition to holding senior administrative positions at the Atkinson School, including director of its Executive Development Center, he has been a visiting fellow at the Hatfield School of Government at Portland State University, and a visiting research scholar at both the Olin School of Business at Washington University and at Yale Law School.
Maser has published over thirty research articles about government regulation of business, negotiation, conflict management, municipal charters, constitutions, and public management. He teaches MBA-level courses on public policy, public management, negotiation, and organizational conflict management. He has consulted on organi¬zational change and conflict management with regulated utilities, insurance and contract construction engineering companies, and State of Oregon agencies. Maser received his PhD and MA degrees from the University of Rochester and his SB from the Massachusetts Institute of Technology.
