The revised 2012 CPCM examination is based on the revised Contract Management Body of Knowledge (CMBOK). All CMBOK competencies are tested on the examination, and all competencies will be presented in the prep course. Those who enroll in the course will receive the most current editions of the CMBOK and CPCM Study Guide, along with 5 practice examinations. Each of these 5 practice exams covers one of the 5 major competencies in the CMBOK (Pre-Award, Acquisition Planning/Strategy, Post Award, Specialized Skill Areas, and Business). How Does the Course Work?The course is 10 weeks long, with weekly reading assignments, discussion board postings, recorded lessons, and practice exams. Each week includes a lecture covering that week’s content. Student interaction is accomplished through instructor and student forum discussions. Students should expect to spend at least 4 hours on the course each week. Course materials include handouts, the CPCM Study Guide, 2nd Edition and CMBOK, 3rd Edition. This course is suitable for meeting the CPCM continuing education eligibility requirements and may be taken prior to application submission. Course InstructorsJohn W. Wilkinson, EdD, CPCM, Fellow
Prior to founding tHInc, John served as the Director of Education and Certification for the National Contract Management Association (NCMA). In this capacity, he was responsible for developing, acquiring, organizing, and disseminating contract management knowledge throughout all NCMA programs. Specifically, he led the Association’s efforts for certification, National Education Seminars, audio seminars, e-learning, university outreach, and the Contract Management Leadership Development Program (John continues to serve as the CMLDP Program Manager and lead instructor in a volunteer capacity). Also, he was responsible for the development of the educational program content and speaker management of NCMA’s national conferences. John authored the 2010 CPCM Study Guide and co-authored the 2012 CPCM Study Guide and CPCM exam. The week before joining the NCMA staff in February 2006, John retired from the Air Force as a lieutenant colonel after 31 years of military service. John served as a warranted contracting officer with unlimited contracting authority, and was empowered to issue contracting officer warrants with unlimited contracting authority.
Ms Rumbaugh has experience designing, writing, and teaching courses for the intelligence community, the defense agencies, civilian agencies, and private industry. She has experience teaching a wide variety of topics covering the full spectrum of the acquisition cycle from acquisition planning to contract termination. As the former National Vice President for Education and Certification of the National Contract Management Association (1997-1998), she was responsible for developing seminars, educational products, and overseeing professional certification exams. She has published numerous books and articles with the National Contract Management Association. For example, she wrote NCMA’s Desktop Guide to Contracting Terms and co-authored the CPCM Study Guide and CPCM exam questions. An independent consultant, she provides acquisition support to government agencies and contractors. In addition to advising on both pre- and post-award matters, Ms. Rumbaugh performs technical research and writing; course development and training. Ms. Rumbaugh has experience in both the public and private sector beginning her career as a contract specialist for the Navy and working most recently as a contract manager for Fortune 500 Defense firms before forming her own consulting company in 1993. |



Dr. John Wilkinson is the President of tHInc, LLC—a Service Disabled, Veteran-Owned Small Business (SDVOSB) specializing in leadership and acquisition skills development. With over 20 years experience in contracting and logistics, John founded tHInc in August 2009. tHInc creates, maintains, and inspires learning environments by providing professional development instruction and consulting; developing courseware and training programs; creating certification examinations and study materials; and performing training evaluations to assess return on expectations and return on investment.
Marge Rumbaugh is a Certified Professional Contract Manager (CPCM) and has over 25 years' experience in government contracts. She is a nationally recognized instructor in acquisition management. Her career in training began with the University of Virginia as an adjunct professor in 1991. Ms. Rumbaugh teaches undergraduate classes in their Procurement and Contract Management program online. She authored the textbook used in their Source Selection class, Understanding Government Contract Source Selection published by Management Concepts, Inc. in 2010. More recently she joined the faculty of Villanova University’s Contract Management Certificate program.
