Beverly Arviso is the founder of Arviso, Inc. She is a Certified Public Accountant (CPA), Certified Professional Contracts Manager (CPCM), and Certified Federal Contracts Manager (CFCM) with over 16 years of progressive accounting and finance experience and extensive knowledge of the government contracting industry. Beverly has private sector experience as Chief Financial Officer and Director of Contracts for government contractors in a variety of industries, she served as the Partner-in-Charge of the Hampton Roads Government Contract Consulting Group in a regional public accounting firm. After graduating from George Mason University in less than four years, Beverly was selected to participate in an accelerated program for Contracts Specialist with the Department of Defense.
Melanie Burgess, CFCM

Prior to forming Burgess Consulting, LLC, Melanie was a Senior Consultant in a prominent regional accounting firm where she worked with companies varying in size from start-ups to those with revenues in excess of $100 million. Melanie also assisted contractors in preparing for DCAA audits; budgeting; indirect and provisional rate development; proposal pricing; compliance with federal procurement regulations and internal audits; established and implemented policies and procedures, and developed disclosure statements in accordance with the Cost Accounting Standards (CAS).
Melanie is a Certified Public Accountant as recognized by the Commonwealth of Virginia; is a member of the Boulder Chamber; holds a Master's Certificate in Government Contracting and Master's in Accounting from Old Dominion University; and her Bachelor of Science in Business Administration from the University of Mary Washington. She is a distinguished graduate from the National Contract Management Association's (NCMA) Leadership Development Program. Melanie currently serves on NCMA's Leadership Development Program's Oversight Committee designed to assess and improve the program each year. Previously she served as Secretary, Vice President, and President of the Norfolk, VA, NCMA chapter. She is a frequent lecturer on leadership and government contracting topics both locally and across the United States.
Charles D. Chadwick, Fellow

Charles D. Chadwick is vice president of Contracts and Business Conduct for BAE Systems, Inc., responsible for coordinating contract activity for all U.S.-managed units of BAE Systems. He is also the chief ethics official for BAE Systems in the United States. He provides functional direction for over 700 contracts professionals and 60 ethics advisors. Mr. Chadwick also has had extensive experience in export licensing and compliance, including management responsibility for over 100 export advisors. He has over 35 years of experience in government and commercial contracting with BAE Systems, Boeing, Sperry, and CSC. He is a member of the Tysons Corner Chapter, has served on many NCMA committees, on the Board of Directors and as a member of the NCMA Executive Advisory Committee. Mr. Chadwick is also a member of the Ethics and Compliance Officers Association and serves as BAE Systems' principal representative to the Defense Industry Initiative on Ethics and Business Conduct (DII).

Dr. Michael Jennings, PhD, CPCM, Fellow

Dr. Jennings began his contracting career with General Motors (GM) supporting sales of vehicles; Allison tank transmissions and other sales to agencies such as the DOD, GSA, and USPS. While at GM he also negotiated DOE cooperative agreements, CRADAs, and other R&D teaming agreements - promoting the development of green technologies. Dr. Jennings has also worked for BAE as a Senior Contract Administrator on the Bradley Fighting Vehicle program. He currently resides in Huntsville, Alabama where he supports the mission of the U.S. Army Contracting Command on Redstone Arsenal.
Dr. Jennings has earned an Associate of Applied Sciences in Culinary Arts, Bachelor of Science Degree in Business Administration, Master of Educational Leadership degree, and a PhD in Instructional Design and Development. Further, he has earned as Associate Certificate in Government Contracting from ESI/George Washington University and will complete his DAWIA Level III DAU Contracting Certification in February 2013. Dr. Jennings is an active advisory board member with the NCMA Huntsville Chapter and an NCMA CMLDP mentor.

Tom Reid is he Founder and Principal of Certified Contracting Solutions, LLC located near Denver, CO. He has over 30 years of experience in government contracts and business operations. Following seven years as a Government attorney specializing in procurement, he has serves as a senior executive in both large and small companies demonstrating expertise in contract management, business development, training, leadership development, legal and litigation management, strategic planning, and management of multi-million dollar business operations. He has served as the senior executive of Certified Contracting Solutions, LLC since 2002.
Tom is an NCMA Fellow, has served as co-chair of Council of Fellows, and has served as chapter president in three different NCMA chapters. He served a two-year term as a member of the National Board of Directors for NCMA, was named NCMA's Outstanding Fellow for 2006, and received the NCMA National Achievement Award in 2009.
Karen H. Reuter, CPCM, Fellow

Ms. Reuter recently retired as the NCMA Director of Standards, where she developed standards related to organizational alignment, job analysis and other benchmarks for the contract management profession. As a volunteer, she has been extremely active at the chapter, regional and national levels of NCMA. This service culminated as the 2005-2006 National President and as a trustee of the Contract Management Institute. In addition, she served as the first Chairwoman of the CMLDP Oversight Committee.
In 2008, she retired from the Federal Government after more than 25 years in the contract management field. Ms. Reuter served in various positions throughout the Department of Defense. She served in all capacities from acquisition professional at Ft. Meade, MD, to contract policy and contracting officer for the Missile Defense Agency, and contracting officer at the Defense Energy Support Center. Other assignments included the Office of the Program Manager-Saudi Arabian National Guard, and the Air Force Plant Representative Office for the B-2 Program. Prior to entering the profession, Ms. Reuter served in the legislative branch for both the U.S. Senate and the U.S. House of Representatives.
Joyce Tong Oelrich

Joyce Tong focuses her practice on government contracts and grants. She represents information technology firms, manufacturing companies, and professional service firms entering into business arrangements with, or involving, government entities, in bid protests, ethical and corporate compliance issues, product sourcing compliance (such as the Buy American and Trade Agreements Acts as well as the Berry Amendment) and intellectual property issues. She counsels clients on the interpretation of regulatory and statutory law and the impact of those laws on their government contracts and business in general. Ms. Tong has represented clients in pre- and post- contract award disputes before the U.S. Court of Federal Claims and the Government Accountability Office. Ms. Tong is a speaker on these issues and works with the National Contract Management Association. Prior to practicing law, Ms. Tong was a technology researcher, focusing on website design and development with Forrester Research.

Bill Weisberg is the principal of the Law Offices of William Weisberg PLLC, which he founded in 2013 after practicing government contract law in large law firms for over 25 years, the last 10 of which he chaired the Government Contract practice groups of two international law firms. Bill represents prime and subcontractors and grantees in all phases of government contracts and related areas, including protest and claims litigation, counseling, compliance, and the transactional and intellectual property aspects of government procurement. Bill’s clients include traditional defense and non-defense government contractors, as well as primarily commercial companies and other entities that have the government as “a” customer, rather than their primary customer.
Penny L. White, J.D., Fellow

Penny White is the director of procurement at United Space Alliance, LLC, a company jointly owned by Boeing and Lockheed Martin. She started her aerospace career with Rockwell International in 1989 as a contract administrator. She obtained her bachelor's degree in finance from Mercer University and went to Tulane University, where she obtained her Juris Doctor degree. As a member of the Space City Houston Chapter, White served as vice president of education, vice president/president elect, and president. She also co-presented three workshops at NCMA's World Congress. In addition to NCMA, she is currently a member of the Georgia State Bar, the Institute of Supply Management, United Space Alliance Leadership Association, the National Property Management Association, and Leadership Texas Alumni Association. Ms. White currently is a member of NCMA Board of Directors.

Dr. John Wilkinson is the President of tHInc, LLC—a Service Disabled, Veteran-Owned Small Business (SDVOSB) specializing in leadership and acquisition skills development. With over 20 years experience in contracting and logistics, John founded tHInc in August 2009. tHInc creates, maintains, and inspires learning environments by providing professional development instruction and consulting; developing courseware and training programs; creating certification examinations and study materials; and performing training evaluations to assess return on expectations and return on investment.
Prior to founding tHInc, John served as the Director of Education and Certification for the National Contract Management Association (NCMA). In this capacity, he was responsible for developing, acquiring, organizing, and disseminating contract management knowledge throughout all NCMA programs. Specifically, he led the Association’s efforts for certification, National Education Seminars, audio seminars, e-learning, university outreach, and the Contract Management Leadership Development Program (John continues to serve as the CMLDP Program Manager and lead instructor in a volunteer capacity). Also, he was responsible for the development of the educational program content and speaker management of NCMA’s national conferences. John authored the 2010 CPCM Study Guide and co-authored the 2012 CPCM Study Guide and CPCM exam.
The week before joining the NCMA staff in February 2006, John retired from the Air Force as a lieutenant colonel after 31 years of military service. John served as a warranted contracting officer with unlimited contracting authority, and was empowered to issue contracting officer warrants with unlimited contracting authority.
