NCMA and ESI International Present 2008 Contracting Award   

ASHBURN, Va. – May 21, 2008 – The National Contract Management Association (NCMA) and ESI International presented the 2008 Contracting Award along with $2,500 each to two contracting professionals who have contributed significantly to acquisition operations and policy. Ruby Harvey, U.S. Department of Agriculture and Major Sean Hayes, U.S. Marine Corps, were honored during award ceremonies yesterday in the Washington, D.C. area.

Glenn Haggstrom, Director, Office of Procurement and Property Management, United States Department of Agriculture (USDA) hosted the award presentation and reception for Harvey at USDA’s headquarters in Washington, D.C. In addition to Harvey and her family, other distinguished guests included Boyd Rutherford, USDA Assistant Secretary for Administration, Gilbert Smith, Deputy Assistant Secretary for Administration, and Paul Denett, Administrator Office of Management and Budget, Executive Office of the President of the United States.  

Harvey currently serves as the Chief of the Procurement Systems Division of the USDA’s Office of Procurement and Property Management (OPPM). Her role involves leading the team responsible for implementing and managing the Integrated Acquisition System (IAS), USDA’s enterprise-wide, Web-based procurement system. She also has management oversight responsibility for the Purchase Card Management System (PCMS).  

A long time supporter of major federal programs, Harvey’s professional background consists of management and leadership roles in the federal government and private industry. Harvey holds a Bachelor’s of Science in Finance from Jackson State University, a Master’s of Science in Information and Telecommunications Systems from Johns Hopkins University and a Post-Graduate Certification in Electronic Commerce from Johns Hopkins University. Harvey is a certified Project Management Professional (PMP) and has been a featured speaker at a number of information technology, project management and acquisition events during her career. 

Rich Sweeney, Assistant Deputy Commandant, Headquarters, United States Marine Corps, Instillations and Logistics (HQMC, I&L), Contracts Division hosted the award presentation and reception for Major Sean Hayes at the Navy Annex in Arlington, Va.  Honored guests included Major Hayes and his family, Lieutenant General Richard Kramlich, Director, Marine Corps Staff, Major General Edward Usher III, Deputy Commandant, I&L, Rear Admiral Sean Crean, Deputy Assistant Secretary of the Navy for Acquisition and Logistics Management, Shay Assad, Director, Defense Procurement and Acquisition Policy and Paul Denett, Administrator Office of Management and Budget, Executive Office of the President of the United States .   

Major Hayes currently serves as Contingency Contracting Officer at HQMC, I&L, Contracts Division. Major Hayes has managed the implementation of a standard IT contingency contract writing system called the Standard Procurement System – Contingency (SPS-C), reorganized marine contingency contracting structure throughout the Marine Corps, and developed a new training program for Officer, Enlisted and Civilian Marine contracting personnel. He has achieved his Level III certification in Contracting, his Level II certification in Program Management, been selected into the Marine Corps Acquisition Management Professional MOS and selected to the rank of Lieutenant Colonel.

Major Hayes has also been awarded the Air Medal and the Navy and Marine Corps Commendation Medal. During his career, Major Hayes deployed to Italy, Japan, Iraq and Djibouti. He holds a Bachelor of Science in Mathematics from the University of Arkansas. Major Hayes also graduated Amphibious Warfare School (AWS) and completed the Contract and Acquisition Management Curriculum at Naval Postgraduate School (NPS), receiving a Masters in Business Administration.
