NCMA Announces Winners of the W. Gregor Macfarlan Excellence in Contract Management Research and Writing Program

ASHBURN, Va. – March 18, 2008 – The National Contract Management Association (NCMA) announced today the winners of the inaugural W. Gregor Macfarlan Excellence in Contract Management Research and Writing Program. First-place in the professional category was awarded to Steven L. Schooner, CPCM, Fellow and Daniel Greenspahn’s paper “Hired Help: Why Failed Implementation, Rather than Outsourcing Policy, Explains the Governments (Mis)Management of its Contractors.” In the graduate category, Debbie Eytchison, CFCM was selected for her submission “The Procurement Integrity Act: The Promotion of Unethical Business Practices and Unfair Competition?” A $5,000 prize will be awarded for each winning paper. The winners will present their papers at World Congress, April 13-16, 2008, at the Duke Energy Center in Cincinnati, Ohio.

Honorable mentions included “Closing the Knowledge Gap: Retention of the Transitory Employee” by R.L. Harrison and “A Strategic Approach to Contingency Contracting” by Anthony D’Angelo, Danny Houglan, and Edwin Ruckwardt. All papers will be published in the Journal of Contract Management.

For over 40 years, W. Gregor Macfarlan served the contract management profession as a researcher, author, mentor, and teacher. He once served as NCMA’s national president, and held numerous volunteer leader positions with NCMA and the Washington, DC Chapter.
