House Introduces Bill to Increase Transparency of Agency Contract Bundling

On February 26, 2014, Rep. Sam Graves (R-MO) introduced the “Contracting Data and Bundling Accountability Act of 2014” (H.R. 4094). If passed, the bill would require the administrator of the Small Business Administration, in consultation with the Small Business Procurement Advisory Council, the administrator of the Office of Federal Procurement Policy, and the administrator of the General Services Administration, to develop a plan to improve the quality of data reported regarding bundled and consolidated contracts by the first day of fiscal year 2016. The bill would also require the Government Accountability Office to evaluate the implementation of the proposed plan and report the results of that evaluation to the House Committee on Small Business and the Senate Committee on Small Business and Entrepreneurship. The bill was referred to the House Committee on Small Business.
