Senate Passes Bill to Transfer Payment Processing Power to DOL, President Signs it into Law
On November 5, 2013, the Senate passed the “Streamlining Claims Processing for Federal Contractor Employees Act” (H.R. 2747). This bill, introduced by Rep. Tim Walberg (R-MI) and co-sponsor Rep. Joe Courtney (D-CT) on July 19, 2013, transfers the responsibility for processing and paying wage claim adjustments brought under the Davis-Bacon Act and the Contract Work Hours and Safety Standards Act from the Government Accountability Office to the Department of Labor (DOL). Before the bill was enacted, DOL was responsible for the enforcement of these acts, which require federally contracted workers to be paid certain wage rates. The bill consolidates the enforcement and payment processing functions for workers who did not receive the correct wage within the same agency. Following passage in the Senate, President Barack Obama signed the bill into law on November 21, 2013 (Pub. L. 113-50).
