NASA Proposes to Create Proposal Checklist

On October 29, 2013, the National Aeronautics and Space Administration (NASA) issued a proposed rule that would amend the NASA Federal Acquisition Regulation Supplement to incorporate a proposal adequacy checklist. Under the proposed rule, offerors would be required to include this checklist as part of any proposal that must include certified cost or pricing data. The checklist requires offerors to identify portions of their proposals that are relevant to cost or pricing data, such as material and labor costs, indirect costs, and claimed exceptions to the submission of certified cost or pricing data. Comments on the proposed rule must be submitted on or before December 30, 2013. (78 Fed. Reg. 64442, 10/29/2013.)
