GSA Proposes to Increase Standards for Non-FAR Acquisition of Transportation Services

On August 16, 2013, GSA issued a proposed rule to amend the Federal Management Regulation to provide recommended procedures for the use of rate tender acquisitions when acquiring transportation services. Currently, rate tenders are used as an alternative to FAR procurements for the acquisition of transportation services, but lack analogous procedures for establishing an individual’s authority to enter into such transactions. Under the proposed rule, agencies would be encouraged to adopt procedures to designate and train transportation officers who would be authorized to utilize rate tenders on behalf of their agencies. While the proposed rule provides some guidelines, such as authorization procedures and training hour requirements, many of the specifics would be left to the implementing agency. Comments on the proposed rule must be submitted on or before October 15, 2013. (78 Fed. Reg. 49994, 8/16/2013.)
