DOD, GSA, and NASA Propose to Shorten Contractor Comment Period on Past Performance Evaluations

On August 8, 2013, DOD, GSA, and NASA issued a proposed rule that would require agencies to prepare and submit finalized past performance evaluations to the Past Performance Information Retrieval System (PPIRS) within 14 days of providing an initial evaluation to a contractor. This would shorten the time period for contractor comments on past performance evaluations from the current 30 days to 14 days. However, agencies would be allowed to consider contractor comments received after this 14-day period and update the past performance evaluation on PPIRS to reflect these comments. Comments on the proposed rule must be submitted on or before October 7, 2013. (78 Fed. Reg. 48123, 8/8/2013.)
