DOD, GSA, and NASA Propose to Implement a Uniform Numbering System for All Federal Procurements

On June 6, 2013, DOD, GSA, and NASA issued a proposed rule amending the FAR to require federal agencies to implement a uniform “Procurement Instrument Identification” (PIID) numbering system incorporating Activity Address Codes for all new solicitations and awards by October 1, 2014, and to implement the new numbering system for all contracting actions (including those already in effect) by October 1, 2016. If implemented properly, the new requirements would ensure that each PIID is unique governmentwide and will remain so for at least 20 years. This proposed rule builds upon guidance issued in FAR Case 2009-023, which began the PIID standardization process. Written comments on the proposed rule should be submitted on or by August 5, 2013.
