DOD, GSA, and NASA Implement United States-Panama Trade Promotion Agreement

On June 21, 2013, DOD, GSA, and NASA issued a final rule amending the FAR to implement the United States-Panama Trade Promotion Agreement. This free trade agreement provides for:

The United States-Panama Trade Promotion Agreement covers acquisitions of supplies and services equal to or exceeding $202,000 and construction contracts equal to or exceeding $7,777,000. The rule amends the FAR by adding Panama to the definition of “Free Trade Agreement country.” This final rule adopts the agencies’ interim rule of November 20, 2012, without change. The final rule became effective June 21, 2013. (78 Fed. Reg. 37695, 6/21/13.)
