GSA Proposes to Mandate Electronic Modifications of FSS Contracts

On May 28, 2013, the General Services Administration (GSA) issued a proposed rule that would insert a new “Modifications (Federal Supply Schedule)” clause to the GSA Acquisition Regulation. The proposed rule would also add an Alternate I version of the clause, which would apply to all Federal Supply Schedule (FSS) contracts managed by GSA and would require that modifications be submitted electronically through GSA’s eMod system. The Alternate I version of the clause would not apply to FSS contracts managed by the Department of Veterans Affairs, which does not have access to the eMod system. Comments on the proposed rule must be submitted on or before July 29, 2013. (78 Fed. Reg. 31879, 5/28/2013.)
