Senate and House Introduce Companion Bills to Limit Insourcing

On March 12, 2013, four senators and 20 representatives introduced companion bills in the Senate and the House titled the “Freedom from Government Competition Act of 2013” (S. 523; H.R. 1072). If passed, the bill would mandate that agencies obtain goods and services from private sources unless:

The Senate bill differs from the House bill by providing contracting preferences for Indian Tribes and Native Hawaiian Organizations. The bill has been referred to the Senate Committee on Homeland Security and Governmental Affairs and the House Committee on Oversight and Government Reform.
