Senate Introduces Bill to Restrict Exceptions to Full And Open Competition Requirements Following a Natural Disaster

On January 24, 2013, Sen. David Vitter (R-LA) introduced the “Natural Disaster Fairness in Contracting Act” (S. 99). If passed, the bill would provide for full and open competition for federal contracts related to natural disaster reconstruction efforts, except in some limited circumstances that would require executive branch approval and notice to Congress. The bill has been referred to the Senate Committee on Homeland Security and Governmental Affairs.
