Senate Introduces Bill Mandating Agency Participation in the ICASS

On December 12, 2012, Sen. Daniel Akaka (D-HI) introduced the “Reducing Duplication Overseas Act of 2012” (S. 3676). If passed, the bill would make the International Cooperative Administrative Support System (ICASS) mandatory for agencies with overseas operations. The bill would also require the secretary of state to submit biennial reports to Congress and would require the comptroller general to submit a report on ICASS within two years of the act’s passage. This bill has been referred to the Committee on Homeland Security and Governmental Affairs.
