DOD Creates Checklist for Certified Cost or Pricing Data

On March 28, 2013, the Department of Defense (DOD) issued a final rule amending the Defense FAR Supplement by adding a proposal adequacy checklist for proposals submitted in response to solicitations that require the submission of certified cost or pricing data. Use of the checklist would be at the discretion of the contracting officer. The checklist is intended to help offerors submit thorough, accurate, and complete proposals. The checklist contains 36 different items covering 10 categories, including:

If the contracting officer requires use of the checklist, offerors must identify where in their proposals they discuss each of the 36 items and if they do not discuss any item, they must explain why. An offeror may elect to have its prospective subcontractors use the checklist or a modified version of it as the offeror deems appropriate. The final rule became effective March 28, 2013. (78 Fed.
