GSA Proposes to Clarify Use of Industrial Funding Fee

On December 28, 2012, GSA issued a proposed rule amending the GSA Acquisition Regulation (GSAR) to more accurately reflect the current use of the “industrial funding fee” (IFF). The current GSAR provision provides that the IFF is used to reimburse the Federal Supply Service for the costs of operating the Federal Supply Schedules program. GSA, however, has statutory authority to use IFF monies to fund other programs or offset losses in other Federal Acquisition Services programs. The proposed rule makes it clear to multiple award schedule program customers that the IFF can be used for a broader purpose than the regulation currently suggests. The proposed rule would also update all references to reflect the fact that the “Federal Supply Service” is now called the “Federal Acquisition Service.” Written comments on the proposed rule should be submitted on or before February 26, 2013.
