The Congressional War on Contractors

There is a deep and fundamental misunderstanding of the federal government's suspension and debarment rules, within the U.S. Congress, the media, and in the general public. This paper by Assistant Dean Jessica Tillipman, published in the George Washington International Law Review, reviews the real intent of the government's S&D regime, and criticizes misguided and potentially harmful Congressional legislative initiatives in response to past contractor ethical failures.
