NCMA Executive Director on the OMB Meetings Protocol Announcement

June 4, 2013

NCMA Members,

Please note the following very positive news in the ongoing effort to ensure government participation in association meetings and conferences. Late last week, the Office of Management and Budget (OMB) issued new guidance to all federal agencies acknowledging the need for federal employees to attend mission-related activities and provides some best practices for approving travel and registration expenses. OMB makes clear that federal agencies are encouraged to attend events that support their agencies’ mission. Here is the OMB guidance.

As you know, NCMA has already coordinated with the Office of Personnel Management (OPM) to obtain their specific approval for our last two major training events, including July’s World Congress. Here is our OPM approval letter and we offer sample training approval justification to assist members with their request. We have also ensured that all agenda activities (speakers, panels, breakout sessions, etc.) associated with your basic registration align with our Contract Management Body of Knowledge (CMBOK) and Federal Acquisition Institute/Defense Acquisition University educational competencies.

Our coordination with the Center for Association Leadership (ASAE), OPM, and other federal agencies is a testimony to this year’s World Congress theme: COLLABORATIVE CONTRACT MANAGEMENT TRAINING: EMBRACING CHANGE IN A DYNAMIC ENVIRONMENT. Thanks for all you do and we’ll see you in Nashville!

Michael P. Fischetti
Executive Director
