Session D3 - Four Questions You Must Answer to Solve any Data Rights Issue
Data rights is one of the most complex topics in government procurement. Navigating through the rules, markings, and definitions is tedious to say the least. This presentation will distill the complexities of developing a data rights strategy into four simple questions that are relevant to developing and managing data rights strategies to both industry and government contracting and program management professionals. In addition, the critical differences and effects of “delivery” and “access” of technical data and computer software will be discussed and a “delivery paradigm” provided to understand the critical differences and how to deal with them.
