The NCMA Board of Directors consists of association members who serve as individuals, not as representatives of their agencies or employers.

Executive Committee 

 Larry Trowel, CPCM, CFCM—President

Larry Trowel has been in the contracting profession both in the U.S. Air Force and in private industry for over 37 years. His Air Force assignments included both operational and acquisition duties. He served as a procuring contracting officer at the Electronic Systems Center, commander of an Air Force Plant Representative Office and Defense Contract Management Agency office, and as executive officer for the deputy assistant secretary (contracting), assistant secretary of the Air Force (acquisition). He also served as the Air Force policy representative to the Defense Acquisition Regulatory Council and led the U.S. government interagency team charged with writing the FAR Part 12 implementing regulations for FASA Title VIII ("Acquisition of Commercial Items"). Following his Air Force career, he joined GE Aviation, where he served as the general manager for government contracts and pricing, and later as general manager for GE-wide government business practices and processes. He graduated from the University of Connecticut with a BA in economics and the University of Montana with an MBA. He is also a graduate of the Air Command and Staff College and the Industrial College of the Armed Forces.

Penny White is director of Contracts for Supplier Management at Boeing Commercial Airplanes. Penny is responsible for contract origination, oversight, execution, enforcement and administration throughout the contract lifecycle – from research and development to production to in-service and aftermarket. She oversees all procurement and contractual business dealings to ensure Supplier Management’s compliance with corporate policy, audit, import/export, SOX and Quality Management System. Prior to the current assignment, she served as acquisition manager for the Space Exploration division. Prior to joining The Boeing Company, she served as director of procurement/supply chain operations at United Space Alliance, a company jointly owned by The Boeing Company and Lockheed Martin. She started her aerospace career with Rockwell International in 1989 as a contract administrator. Penny has broad-based experience in contracts, procurement, supplier management and supply chain planning. She obtained her bachelor's degree in finance from Mercer University and went on to Tulane University, where she obtained her Juris Doctor degree.

In addition to NCMA participation, she is a member of the State Bar of Georgia, Institute of Supply Management, and the International Association for Contract and Commercial Management.

Russ Blaine is Wyle’s vice president for program development in the company’s Aerospace Group. He previously managed Wyle’s C4ISR Mission Systems Business Unit in Burlington, Massachusetts. Prior to assuming his position with Wyle, he served as the chief of staff and director of contracting for the Electronic Systems Center, supporting the management of the Center’s $25 billion Command and Control, Intelligence, Surveillance, and Reconnaissance portfolio of systems. In 2004, he served as the deployed commander of DCMA’s Northern Iraq site in Baghdad. He is also a master missileer, having served eight years as a missile launch officer and instructor of the Minuteman II system within the U.S. Air Force’s Strategic Air Command. He received a BA in psychology from the College of the Holy Cross in Worcerster, Massachusetts, and an MBA from Bentley University in Waltham, Massachusetts. He was a 2001 Air Force National Security Fellow at Harvard’s JFK School of Government.

Jack Horan is a partner in the Washington, DC, office of McKenna Long & Aldridge, LLP. He concentrates his practice in government contracts, civil fraud, and white collar criminal defense. He has represented clients related to all aspects of federal, state, and local government procurement and grant law. His expertise includes counseling, bid protests, claims preparation, complex litigation, internal investigations, and voluntary disclosures. In addition, he has represented government contractors and their employees under investigation by government agencies and federal and state grand juries.

He is a former assistant U.S. attorney for the District of Columbia, where he served in the Misdemeanor, Felony, Appellate, and District Court sections. As an assistant U.S. attorney, he supervised criminal investigations by local and federal law enforcement authorities, and has represented the United States in numerous jury trials, hearings, and appellate arguments in the District of Columbia and federal courts. He also holds a BS with honors and distinction from Rutgers University and a JD cum laude from Georgetown University. He is a member of the District of Colombia and Maryland bars.

Debra W. Scheider is the senior procurement executive, head of contracting activity, and director of contracting for the National Reconnaissance Office (NRO). Appointed in 2004, she is responsible for the execution of all NRO contracting and contract policy. An acquisition professional for over 30 years, she is an expert in major system contracting and has firsthand experience in all facets of acquisition, including high-tech, cutting-edge, highly classified contracts. She is also the procurement integrity official, and the suspension and debarment official for NRO. She holds a BS from American University, an MBA from VPI&SU, and an MPP from the University of Maryland.

Kim Rupert is the senior vice president for corporate contracts, procurement, and pricing for SAIC. She is responsible for setting policy across the functional organization to facilitate business operations and ensure compliance with laws and regulations. She rejoined SAIC in this corporate capacity in December 2007 after a brief stint at QinetiQ North America as their senior vice president of contracts and procurement. Before that, she spent 12 years in positions of increasing responsibility at SAIC. Prior to that, she worked in the contracts department of Ideas, Inc., a company later acquired by SAIC.

Sheis a graduate of the University of Maryland and received an MBA from Johns Hopkins University. She also has a masters certificate in government contracting from The George Washington University. She has previously served on NCMA's Board of Advisors and as a chapter vice president and president of NCMA's Baltimore-Washington Corridor Chapter.

Michael Fischetti is the executive director of NCMA. He assumed this position in July 2012 after retiring from the U.S. federal government as a member of the Senior Executive Service. He has 30 years of diverse acquisition experience, including leadership, management, policy, and contracting officer positions involving oversight, program management, and procurement operations of supplies and services in multiple government, civilian, and industry organizations.

He holds a JD; an MS in national resource strategy from the National Defense University, Industrial College of the Armed Forces; an MA in business management from Central Michigan University; and a BA in economics and political science from the State University of New York at Buffalo. Within NCMA, he was twice elected to a three-year term on the NCMA Board of Directors (since 2007) and served on the Executive, Audit, Strategic Planning, and Professional Standards and Ethics Committees. He served a term as national secretary, and for the Washington DC Chapter he served as president, vice president, treasurer, director, and chairman.

Bill Bressette is a principal in Baker Tilly’s Government Contracts Advisory Services Consulting Group. Based in Washington, DC, he has worked with government contractors for over 15 years on a broad range of contract compliance and pricing matters, including strategic pricing analysis, proposal preparation, contract administration, compliance, and audit support. He also advises contractors on GSA Schedule contract administration and compliance program best practices. He is a former president of the NCMA Tysons Corner Chapter, and he is vice chair of the Commercial Products and Services Committee of the ABA’s Section of Public Contract Law.

Sara Brown is currently a contract administrator for Ball Aerospace and Technologies Corp. and is responsible for negotiating critical defense contracts in support of the F-35 Lightning. She started her contracting career in 2005 with the U.S. Air Force, where she had the opportunity to work for Air Force Materiel Command, Air Force Space Command, and U.S. Special Operations Command. She graduated from Oklahoma State University with a bachelor's degree in marketing and received her master's degree in public administration from the University of Oklahoma. She received the Secretary of the Air Force Professionalism in Contracting Award in 2010 and was acknowledged by Oklahoma State University Spear’s School of Business as Outstanding Young Alumni in 2012. She is also a graduate of NCMA's distinguished Contract Management Leadership Development Program.

Carly Cox is the director of Peerless Technologies Corporation’s Business Analytics Division, responsible for business development, capture, proposals, and operations. Prior to this, she was the director of contracts and procurement for Peerless, overseeing all contracting, purchasing, pricing, and project control functions across the corporation. She holds an MS in acquisition and a BS in organizational leadership. She has served the NCMA community through the Women’s Forum Community working group, the Contract Management Leadership Development Program Oversight Committee, the University Outreach and Relations Committee, and Dayton Chapter leadership, including as chapter president. Additionally, she writes and teaches contract management curriculum as a consultant, speaks at NCMA conferences and chapter events, and has been published in Contract Management Magazine. She is a recipient of Dayton Business Journal’s Top 40 Under 40 Award, NCMA’s Top Professionals Under 40 in Contract Management Award, NCMA’s National Achievement Award, and NCMA's Albert Berger Outstanding Chapter Leadership Award.

Ronald Falcone is co-founder and executive vice president at Distributed Solutions, Inc., where he oversees all aspects of contract management. He is also an adjunct professor at the University of Virginia’s Procurement and Contracts Management Program. As an active member of the NCMA Tysons Corner Chapter, including former president, he has served in numerous volunteer and board positions. Nationally, he has presented at leadership conferences and has been published in Contract Management Magazine. Patricia Garcia is vice president of contracts for Raytheon Intelligence and Information Systems. She has over 28 years of experience within government and commercial contracting, including 24 years at Raytheon Company. Before assuming this position, she was the director of contracts for Integrated Communications Systems of Raytheon Network Centric Systems. In 1984, she worked in acquisitions at the Robins Air Force Logistics Command Center. She holds an MBA in business administration and a bachelor's in business administration from Georgia College. She is also a qualified Raytheon Six Sigma specialist.

Doris Gray is a senior contract manager for Avnet, Inc. She holds a BA from Duke University and a Juris Doctor from George Washington University Law School. Her career has covered the broad spectrum of all areas of contracts: commercial, international, and government (state, local, and federal), including participation in claims before the Government Accountability Office and the Board of Contracts Appeals. She has been awarded the President’s Award by the sponsors of the Black Engineer of the Year Award, the CEO Award by Motorola, and the 2009 NCMA Outstanding Fellow Award. 

She is a member of NCMA’s Phoenix Thunderbird Chapter, where she has served in many positions during her 30-year NCMA membership. She has been a speaker at chapter workshops and national conferences, served as a Contract Management Leadership Development Program (CMLDP) mentor, has been published in Contract Management Magazine, and led the local CCCM certification training. She has also served at the national level on the Chapter Development, Governance, and  Professionalism Advocacy Committees and the faculty of the CMLDP.


Jonene Johanson, CPCM, CFCM, Fellow—Director

Jonene Johanson is branch chief of force development and analysis at Ogden Air Logistics Complex, Hill Air Force Base, Utah, responsible for 50+ contract management interns and support staff. She began her contracting career as a student intern in 2001 and has held progressive positions in contracting supporting programs ever since. She holds a BS and MBA from Weber State University, where she currently teaches as an adjunct MBA instructor. She is a graduate of NCMA's distinguished Contract Management Leadership Development Program (CMLDP) and has been published in Contract Management Magazine. She holds an unlimited warrant, DAWIA certification Level III in Contracting and Level I in Program Management, has completed Air Command and Staff College, and is a graduate of the distinguished DOD Executive Leadership Development Program. As a member of the Great Salt Lake Chapter of NCMA, she has served in multiple positions, such as scholarship chair, treasurer, National Education Seminar Committee, president-elect, and president. She served on the National University Outreach Relations Committee from 2008-2013 and is a CMLDP mentor and a two-time World Congress co-presenter.

Bill Kaplan is the founder of Working KnowledgeCSP LLC. Through October 2009, he was the chief knowledge officer, knowledge management practice manager, and corporate ethics officer for Acquisition Solutions, Inc. (now ASI Government). Prior to this, he served as the deputy knowledge management practice manager and a senior consultant for SAIC. Prior to his responsibilities at SAIC, he completed a distinguished career in contracting and program management in the U.S. Air Force and the Department of Defense, retiring in the rank of colonel. During his military career, he earned numerous personal and unit awards and service medals, including the Defense Superior Service Medal and the Legion of Merit Medal.

Rodney Matsushima is currently the executive vice president at Suntiva, LLC. He has been in the government acquisition and assistance business for more than 40 years. He is an adjunct professor in the International Defense Acquisition Resource Management Program of the Naval Postgraduate School in Monterey, California, and works with the U.S. Agency for International Development creating and delivering customized acquisition and assistance courses to their 80 worldwide missions and headquarters staff. During his 20 years of active duty as a Naval Supply Corps officer, he held various senior management positions in the acquisition and contract management field. An active member of NCMA, he previously served on the Executive Advisory Council, president of the Beach Cities Chapter, and director of the Monterey Peninsula Chapter. He is currently a member of NCMA's Washington DC Chapter. He received his BS in biology from Purdue University and his MS in acquisition and contract management from the Naval Postgraduate School.

Kathy Nicodemus is the Senior Director of Contracts Compliance and Operations at General Dynamics Mission Systems, Inc. (GDMS).  She has over 25 years of contract management experience with the federal government, commercial and international customers and has been with General Dynamics for 18 years.  She interfaces with senior level customer contract representatives to support strategic programs and leads contracts compliance for GDMS.  Prior to her current role, she was Vice President of Contracts at General Dynamics Advanced Information Systems, Inc. Thomas Robinson is the director of contracting for the U.S. Air Force Life Cycle Management Center at Wright-Patterson Air Force Base, Ohio. He previously served as the executive director of the Air Force Installation Contracting Agency at Wright-Patterson. Prior to this, he served as the associate deputy, assistant secretary (contracting), at the Pentagon in Washington, DC. He is a retired Air Force colonel with 28 years of active duty experience in contracting. He has commanded two squadrons, served as contract manager, chief of operational contracting division, staff acquisition officer for USAFE at Ramstein Air Base, principal advisor to U.S. Forces Azores on acquisition requirements, executed contingency effort in support of Operation Joint Endeavor, deputy chief of contracting division for the F-22 Systems Program Office, Deputy Mission Support Group commander at Eglin Air Force Base, and as the director of contracting at Ogden Air Logistics Center, Hill Air Force Base, Utah. Philip Salmeri has over 40 years of government contracting experience with the U.S. Navy and U.S. Air Force as a negotiator, contracting officer, branch head, and a program manager, in addition to commercial consulting support. He was an associate professor for the College of Southern Maryland. He is the founder and first president of the Dahlgren Chapter of NCMA. He received the Meritorious Service Award in Scholarly Research from the South Eastern Consortium for Electrical Engineering Education. He is a recognized expert on performance-based services acquisition and best value procurement. He is the president and CEO of M&M H Design, Inc., and Potomac Executive Suites, LLC. He is the author of Negotiations: Strategies, Tactics, and Countermoves. He assisted in the rewrite of the Office of Management and Budget guidebook for services acquisition. His latest efforts have been in support of the Defense Acquisition University's (DAU) Service Acquisition Workshops. He was the subject matter expert for the development of DAU’s Service Acquisition Mall, and also for the development the "Acquisition Requirements Roadmap Tool" (ARRT). He is presently developing for DAU a source selection criteria tool, a performance assessment tool, and an independent cost estimating tool that will be tied to the ARRT.

Allie Stanzione is an operational contracts team lead at the Massachusetts Institute of Technology Lincoln Laboratory. Throughout her career, she served in numerous contracting positions in the commercial, international, federal, state, and local government contracts fields. She is a graduate of NCMA’s distinguished Contract Management Leadership Development Program and has authored several articles that were featured in the Contract Management Magazine and the Journal of Contract Management. She is an active member of the Boston Chapter of NCMA and has served as a vice president of membership, programs, and IT. She is a recipient of the NCMA James E. Cravens Membership Award and of the Honorable Mention in the Sixth Annual Macfarlan Excellence in Contract Management Research and Writing Program. She holds an MBA from New York Institute of Technology and a Masters Certificate in Government and Commercial Contracting from Villanova.

Melissa Starinsky oversees the training of more than 32,000 members of the Department of Veterans Affairs (VA) Acquisition Academy’s acquisition workforce, ensuring the VA has the most qualified program, supply chain, and facility managers, and contract specialists/contracting officers. She began her career as a contract specialist in 1989 as an intern with the Department of Defense and progressed since that time into roles of increased responsibility in both government and industry. Prior to her employment at the VA, she held notable senior level positions such as the staff college director for the Food and Drug Administration’s Center for Veterinary Medicine and as the deputy director of the Office of Acquisition and Grants Management for the Department of Health and Human Services, Centers for Medicare and Medicaid Services. Charlie E. Williams Jr.—Director

Prior to establishing CWilliams LLC, Charlie E. Williams Jr. served as the director of the Defense Contract Management Agency. In his previous assignments, he served as deputy assistant secretary of the Air Force for contracting, in the Office of the Assistant Secretary of the Air Force for Acquisition, and the U.S. member of the North Atlantic Treaty Organization’s Airborne Early Warning and Control Programme board of directors. He is a member of the Defense Acquisition Corps and is Level III certified in contracting. He is a director of the Procurement Roundtable and a Trustee with the Subcontract Management Institute. He holds a BS from Middle Tennessee State University, Murfreesboro, a master’s degree from Tennessee State University, Nashville, and a master’s degree from the National Defense University. He is also a graduate of the Industrial College of the Armed Forces. His awards and recognitions include a Special Service Award, Meritorious Civilian Service Award, Exceptional Civilian Service Award, Meritorious Executive Presidential Rank Award, and the DOD Medal for Distinguished Civilian Service.

Stephen J. Yuter is the acting director of acquisition and head of contracting activity at the Department of Health and Human Services (DHHS), Indian Health Service. Prior to assuming his current position, he served as the deputy assistant chief procurement officer for policy, systems, and risk management at the Office of Housing and Urban Development and as a branch chief with the DHHS Program Support Center. As a member of the NCMA Potomac Chapter, he has served as president, vice-president, and education chair, and at the national level on the Awards and Honors Working Group. He has been a program speaker several times at the NCMA World Congress. In addition to NCMA, he is currently a member of the Project Management Institute and the CAUCUS Association of Technology Acquisition Professionals. He holds a BS in marketing and business administration from Florida Atlantic University, an MS in management from the Florida Institute of Technology, and a Master's Certificate in Government Contracting from The George Washington University School of Business. He is the recipient of the 2011 NCMA Outstanding Academic Achievement Award and the 2013 NCMA Top Professionals Under 40 in Contract Management Award.
